National Program for Conservation of River/Lake

Major rivers of the country are being polluted with the municipal sewage, industrial waste and dead animals etc. With the objective to prevent pollution in the Ganga, a “Central Ganga Tribunal” was constituted under chairmanship of Hon’ble Prime Minister in February, 1985 and a scheme namely ‘Ganga Action Plan’ was launched. Urban Development Department is acting as nodal department for Ganga Action Plan in Uttar Pradesh and executive agencies of the plan are Uttar Pradesh Jal Nigam, Municipal Corporation/Municipalities and Water Institutes.

Ganga Action Plan (1st Phase) :-

In the 1st phase of Ganga Action Plan, 6 cities of Uttar Pradesh located on the banks of Ganga are included as under:- Haridwar-Rishikesh (Now in Uttaranchal state), Farrukhabad-Fatehgarh, Kanpur, Allahabad, Varanasi and Mirzapur.

In the first phase of Ganga Action Plan 56 projects were constructed by Uttar Pradesh Jal Nigam from Rs. 160.84 Crores out of total 106 projects worth Rs. 184.84 Crore. These projects were constructed in the 5 cities of the state where 9 STPs of 349.50 M.L.D. capacity were constructed against total 646.30 MLD sewage which falls in Ganga. Apart from the above, 27 Pumping Stations, 13 Crematories, 12 low cost toilets and 8 river fronts also developed in these cities.

Ganga Action Plan (2nd Phase)

By seeing the satisfactory results of 1st phase of Ganga Action Plan, pollution control works were proposed by GOI in 1993, in 23 cities located on the banks of major tributaries Yamuna and Gomti in the 2nd phase of Ganga Action Plan. (5 cities of 1st phase were also included in this phase). There are three major factors in the 2nd Ganga Action Plan namely Ganga Action Plan Factor, Yamuna Action Plan Factor and Gomti Action plan Factor. Total 216 projects have been approved by GOI for Ganga Action Plan (2nd phase). Total 3 projects for Bijnour district and 1 project for Varanasi district have been dropped and 208 project works have been completed out of 212 remaining projects. Presently 4 projects are under progress.

Under the Ganga Factor 4 SWTs of 35.56 M.L.D. capacity, in the 1st phase of Yamuna Action plan 16 SWTs of 402.79 M.L.D. capacity, in 2nd phase 2 SWTs of 54 M.L.D. capacity and in the 1st phase of Gomti Action Plan, 2 SWTs of 47 M.L.D. capacity, in 2nd phase 1 SWT of 345 M.L.D. capacity have been constructed and commissioned. Thus total 25 SWTs of 884.35 M.L.D. capacity have been constructed in the 2nd phase of all the three factors of Ganga Action Plan.

Thus total 34 SWTs have been constructed in the Ganga Action Plan and sewage treatment capacity developed to 1233.85 M.L.D.

National Ganga River Basin Authority (N.G.R.B.A.):-

National Ganga River Basin Authority was constituted by GOI vide a notification dated 20.02.2009 in order to improve the objective of various work plans under erstwhile National River Conservation Program run by GOI. For this purpose Ganga was assumed as National River and the authority was constituted under Environmental Act, 1986. Under National Ganga River Basin Authority (N.G.B.R.A.) “Uttar Pradesh Ganga River Conservation Authority” has been constituted under the chairmanship of Hon’ble Chief Minister to put a check on the domestic waste water to fell in Ganga. Ganga River flows approximately 900 kilometers across the Uttar Pradesh. Ramganga River merges in Ganga near Fatehpur and Kali near Kannauj and thus quantum of pollution increases in Ganga. Similarly, domestic sewage of the cities like Kanpur, Allahabad and Varanasi on the banks of Ganga also falls in Ganga and thus the area from Kannauj to Varanasi become more critical in view of the pollution. At first sight, 26 cities located at the banks of Ganga, 3 districts at the banks of and its main tributary Kali and 2 districts on the banks of Ramganga have been identified. 10 cities of Yamuna banks and 2 cities of Gomti Banks have not been included in 1st phase.

Under N.G.R.B.A./Namami Gange program, recommendation of 10 schemes of Allahabad, 2 of Varanasi, 3 of Kanpur, 2 of Moradabad, 2 of Agra and 1 scheme of Kannauj, Garh Mukteshwar, Anupshahar, Naroura, Vrindavan, Ramnagar, Chunar, Unnao, Shuklaganj, Bithoor, Ghazipur, Mirzapur, Fatehgarh-Farrukhabad, Mathura, Ayodhya, Kaasganj, Sultanpur, Muzaffarnagar, Budhana, Jaunpur, Meerut, Baghpat, Etawah, Firozabad, Bareilly and Lucknow has been received. Thus total 45 projects have been approved whose total construction cost is Rs. 10288.40 Crore. Under the N.G.R.B.A./Namami Gange program13 SWTs have been constructed whose capacity is 345.50 M.L.D. and 39 SWTs of 964.29 M.L.D. and 11 Decentralization plants are under construction whose cost is Rs. 2548.24 Crore. Total Rs. 2548.24 Crore have been expended against Rs. 2548.24 Crore released. (Annexure-1) Budget of Rs. 1531.94 Crore is provisioned in the FY 2019-20. 16 projects have been completed, 21 under construction and 08 are in tendering process out of total 45 projects.

It is notable that construction work of SWT and I&D works of drains in 33 cities located on the banks of other tributaries of Ganga is proposed by N.M.C.G. GOI by scheme preparation, out of which 20 schemes have been prepared and submitted to GOI for recommendation through S.G.R.C.A. Lucknow. Details of schemes prepared and approved are attached as Annexure-2./p>

External Aided Program (J.B.I.C.) Agra Water Supply Gangajal Project

Agra Water Supply Gangajal (Externally Aided - JAIKA) – In this program 140 Cusec and 10 Cusec raw water supply to be provided to Agra and Mathura respectively through pipeline from Palra Hand Works of Upper Ganga Canal of district Buland Shahar and other works to be discharged. Primary estimation of the project was Rs. 1076.98 Crore which was approved in March, 2007. Estimated project cost of the D.P.R. is Rs. 2887.92 Crore were recommended by Expenditure Committee of the state, which is further approved by Ministry of Urban Development, G.O.I. after financial and technical examination on 04.07.2012 based on the revised costing. A loan agreement between G.O.I. and JAIKA has been disposed of in March, 2014 on increased loan, based on the revised costing, 85% of total cost is to be funded by JAIKA and 15% is to be borne by the state government. Construction of 144 M.L.D. capacity SWT, Intake Works, Settling Tank, main feeder for Agra and Mathura cities and renovation works of existing SWT is provisioned under the project. Presently, the work of Palra Settling Tank and 144 M.L.D. SWT in Sikandra, Agra has been completed. Total amount of Rs. 2526.58 Crore have been expended till date out of total released amount of Rs. 2562.00 Crore. Budget of Rs. 235.00 Crore has been provisioned for this FY 2019-20.

Lake Pollution Control Program :-

Schemes for the following lakes/taals have been proposed during the meeting of National River Conservation Authority held under the chairmanship of Hon’ble Prime Minister G.O.I. on 13.03.2001:-

1. Ramgarh Taal (Gorakhpur City) 2. Mansi Ganga Taal (Govardhan Nagar- Mathura) 3. Lakshmi Taal (Jhansi City) 4. Madan Sagar Taal (Mahoba City)

Out of above mentioned 04 taals, approval of G.O.I. for Rs. 22.71 Crore has been granted in 2007 for pollution control works of Govardhan Nagar (District Mathura) Mansi Ganga Taal, under the project construction of STP of 2.76 M.L.D. capacity and other works have been completed. The scheme is handed over to local body for operation and maintenance.

Approved cost of scheme of Ramgarh Taal (Gorakhpur City) is 124.32 Crore and revised approved cost is Rs. 196.57 Crores as approved by Ministry of Environment and Forest, G.O.I. Under the project, the construction of 2 Nos STP of 15 and 30 M.L.D. has been completed and sewage treatment is being done. Updated physical progress of the projects is 99.40%. Total amount of Rs. 190.15 Crore has been expended against the released amount of Rs. 195.91 Crore. Under the scheme Nutrient In-Activation, Garden Area, Snake Joint, Observation Tower and Pedal Boats which were approved earlier have been stopped and establishment of floating fountain against aeration system has been approved by G.O.I. and the completion date of scheme has been extended till December, 2020.

Rs. 54.13 Crore have been approved for the Laxmi Taal (Jhansi) project vide G.O.I. letter No J-16011/3/2003-NRCD-II dated 07/10.11.2014 under which share of Central Govt is Rs. 37.89. The 26 M.L.D. capacities SWT as provisioned in the scheme, is under construction. Total Rs. 41.17 Crores have been expended against released amount of Rs. 48.66 Crore. Physical progress of the scheme is 78%.

A budget of Rs. 33.17 Crore is provisioned for this FY 2019-20 under Lake Conservation Program.

Under the Ganga Factor 4 SWTs of 35.56 M.L.D. capacity, in the 1st phase of Yamuna Action plan 16 SWTs of 402.79 M.L.D. capacity, in 2nd phase 2 SWTs of 54 M.L.D. capacity and in the 1st phase of Gomti Action Plan, 2 SWTs of 47 M.L.D. capacity, in 2nd phase 1 SWT of 345 M.L.D. capacity have been constructed and commissioned. Thus total 25 SWTs of 884.35 M.L.D. capacity have been constructed in the 2nd phase of all the three factors of Ganga Action Plan.

National Ganga River Basin Authority/Namami Gange:-

Under N.G.R.B.A./Namami Gange program, recommendation of 10 schemes of Allahabad, 2 of Varanasi, 3 of Kanpur, 2 of Moradabad, 2 of Agra and 1 scheme of Kannauj, Garh Mukteshwar, Anupshahar, Naroura, Vrindavan, Ramnagar, Chunar, Unnao, Shuklaganj, Bithoor, Ghazipur, Mirzapur, Fatehgarh-Farrukhabad, Mathura, Ayodhya, Kaasganj, Sultanpur, Muzaffarnagar, Budhana, Jaunpur, Meerut, Baghpat, Etawah, Firozabad, Bareilly and Lucknow has been received. Thus total 45 projects have been approved whose total construction cost is Rs. 10288.40 Crore. Under the N.G.R.B.A./Namami Gange program13 SWTs have been constructed whose capacity is 345.50 M.L.D. and 39 SWTs of 964.29 M.L.D. and 11 Decentralization plants are under construction whose cost is Rs. 2548.24 Crore. Total Rs. 2548.24 Crore have been expended against Rs. 2548.24 Crore released. (Annexure-1) Budget of Rs. 1531.94 Crore is provisioned in the FY 2019-20. 16 projects have been completed, 21 under construction and 08 are in tendering process out of total 45 projects.

It is notable that construction work of SWT and I&D works of drains in 33 cities located on the banks of other tributaries of Ganga is proposed by N.M.C.G. GOI by scheme preparation, out of which 20 schemes have been prepared and submitted to GOI for recommendation through S.G.R.C.A. Lucknow whose recommendation (Faizabad-Ayodhya city, Moradabad, Sultanpur, Muzaffarnagar, Jaunpur, Baghpat, Kaasganj, Meerut, Budhana, Bareilly and Firozabad city) has been received which are included in the total 45 approved schemes in N.G.R.B.A./Namami Gange.

External Aided Program (J.B.I.C.) :-

Agra Water Supply Gangajal (Externally Aided - JAIKA) – In this program 140 Cusec and 10 Cusec raw water supply to be provided to Agra and Mathura respectively through pipeline from Palra Hand Works of Upper Ganga Canal of district Buland Shahar and other works to be discharged. Primary estimation of the project was Rs. 1076.98 Crore which was approved in March, 2007. Revised project cost of the D.P.R. is Rs. 2887.92 Crore were recommended by Expenditure Committee of the state, which is further approved by Ministry of Urban Development, G.O.I. after financial and technical examination on 04.07.2012 based on the revised costing. A loan agreement between G.O.I. and JAIKA has been disposed of in March, 2014 on increased loan, based on the revised costing. Construction of 144 M.L.D. capacity SWT, Intake Works, Settling Tank, main feeder for Agra and Mathura cities and renovation works of existing SWT is provisioned as main works of the project. Presently, the work of Palra Settling Tank and 144 M.L.D. SWT in Sikandra, Agra has been completed. Total amount of Rs. 2526.58 Crore have been expended till date out of total released amount of Rs. 2562.00 Crore. Budget of Rs. 235.00 Crore has been provisioned for this FY 2019-20.

Lake Pollution Control Program :-

Out of four proposed taals under the above mentioned program, all the works of pollution control in respect of Mansi Ganga Taal of Govardhan Nagar (District Mathura) has been completed against approved cost of Rs. 22.71 Crore, for Ramgarh Taal scheme cost is Rs. 124.32 Crore and revised costing is 196.57 Crore, total released amount is Rs. 195.91 Crore and the amount expended against the released amount is Rs. 190.15 Crore. Thus physical progress of this project is 99.40%. Total approved costing of Laxmi Taal (Jhansi) scheme is Rs. 54.13 Crore and the proposed 26 M.L.D. capacity SWT within this amount is under construction. Rs. 41.17 Crore have been expended on the project against total released amount of Rs. 48.66 Crore. Physical progress of the scheme is 78%. Approval for Madan Sagar Taal project of Mahoba district is expected from the government.

A budget of Rs. 33.17 crore is provisioned for this FY 2019-20 under the Lake Conservation Program.
